Summary of the Parochial Church Council Meeting held on 21 January 2015,

Notification of business for future meetings: The question was raised as to whether there a reduction in the number of PCC meetings would be appropriate, in view of the devolution of business to committees under the revised structure.
Stewardship recorders: The appointment of Janet Lewis and Geoffrey Marshall as stewardship recorders was approved unanimously.
West End of Church: A member of the congregation had asked to attend PCC to convey concerns about the proposals. This request was declined, as it pre-empted the parish open meeting on 22 February.
Team Rector’s comments: PCC was reminded of events during the Week of Prayer for Christian Unity.
There would be a Lent course on the Lord’s Prayer.
There would be a confirmation service on 8 February. The morning service on 1 March would be joint service at St Chad’s, celebrating their patronal festival.
The diocese was conducting a consultation on parish share, with a meeting scheduled for 9 March.
Future of Parish magazine: Since the joint magazine had been running for a year, a review was timely. The question was raised whether a monthly magazine was still appropriate, given the availability of the weekly pew-sheet and the website: conversion to a bi-monthly or quarterly publication should be considered.
Treasurer’s Report: A written report of receipts and payments to 31 December 2014 was received. There had been a deficit over the year of £8,488. Income had increased by £8.5k: the increase was largely attributable to a legacy, and increased tax reclaims and pledged giving. The stewardship renewal campaign had generated 13 responses, of which two were increases and three were new.
The Parish Hall had a deficit over the year of £9.4k, due to expenditure on the kitchen refurbishment.
Parish Hall: The meeting had concentrated mainly on fabric and maintenance, including the electrics, fire-extinguishers, windows, lighting and (therefore) ceilings.
Finance Committee: It had decided not to set an annual budget, but to develop indicative expected levels of expenditure, averaging over the preceding 5 years to compensate for year-on-year fluctuations. The share had been discussed, and also new fees (statutory and discretionary) and charges for the hire of church: a working group had been set up to consider a realistic and competitive rate. It had been agreed that work on the West End should proceed only when the funds had been raised, and that it would be prudent to assume that it would be necessary to raise the full cost: grant funding should be sought but not taken for granted.
Fundraising and Stewardship: Charitable giving had been discussed. It was agreed that this should be organised on a seasonal basis.
Eco-Church: A sustainability plan was in draft, and would be displayed in church when complete. It was suggested that a themed morning service to mark the start of Fairtrade Fortnight in 23 February would be appropriate.
Shire Oak CE (VC) Primary School – Report from Governors: The Christmas service in church had been very full. There were plans for a visit to the school to recruit to the choir. An OFSTED inspection was imminent.
Churches Together in Headingley: The existing pattern for Unity week had been retained, but with a modified format for agapes. Lent lunches would be as usual, and a Good Friday event at the Arc was planned.
The Street Angels initiative in Headingley had faded out. It was now proposed to draw on the City Centre Street Angels for training and assistance in a revival of the Headingley operation.
