Summary of the PCC Meeting held on 17th September 2019

Matters Arising:

Parish Safeguarding Policy: A meeting was pending.

GDPR: A meeting was pending. 

Amendment to Verger/Cleaner’s contract:  Ben Ellis had resigned as verger and church cleaner, fot medical reasons. He would continue as cleaner for Parish Hall and Youth Centre. The change of contract would take effect from 1st October.

JL had offered to take over the paid role of church cleaner. The verger role would, as in most churches, need to be distributed among members of the congregation.

Team Rector’s comments: The UCI World Cycling Championship race would be starting in Leeds on 29th September. Since the cyclists were expected to have reached Cookridge by 9am, access to St Michael’s from the far side of Otley Road would not be impeded.

After the Patronal Festival on 29th September there would be a faith lunch, followed by a film.

Hannah Lievesley had been licensed and installed at S Chad’s on 11th September. Progress towards the integration of All Hallows in the Headingley Team was progressing, though slowly.

The Sponsored Walk was to take place on 21st September. Preparations for the stall for Car-Free Headingley Day on 22nd September were in hand.  Clarification was needed as to whether the Green Group job day and Open Church on 28th September would go ahead as planned.

The Director of Music had signed off for a month for health reasons. The meeting expressed its best wishes for Jason’s recovery. Arrangements to cover the absence had been made for September, and provisional cover arrangements for October were in hand.

GD was thanked for colourful improvements to the noticeboards.

Treasurer’s Report: A report to the end of June was received. An anonymous donation of £5000 had been received towards the West End reordering.

Fabric Report:

West End of Church: The enabling works had commenced in w/c 22nd July, and were expected to be complete in w/e 27th September. The application to Veolia had been unsuccessful at the final stage, but the Trust had suggested other contacts for grant funding. Richard Crooks had also given additional suggestions. JF would pursue these leads.

David Simpson had made adjustments to the sound system, which currently appears to be in good working order. Further work will be needed as the West End development progresses. 

Finance Committee had accepted a quotation from Smiths of Derby for the necessary repairs and some upgrading to the church tower clock. DAC is to be consulted about the need for a Faculty for the upgrading work. A financial contribution from the Council would be sought.

Arrangements are being made for the regular inspection of the tower, the spire and the lightning conductor; and for the regular inspection of fixed wired electrical components in church.

Leeds City Council has reinstated a loose block of stone in the external wall to the churchyard. We have asked them to consider other areas of the wall, and the trees in the churchyard, which require attention.

Yorkshire Water has repaired a water leak from an underground pipe in the churchyard.

The Parish Hall has suffered further vehicle damage. The proposal for a one-way street has been rejected, but a combination of bollards and parking restrictions might alleviate problem.

Shire Oak C of E School Report: There had been a governors meeting on 16th September. A SIAMS inspection is due.

Efforts are being made to coordinate plans for the Christmas Lights switch-on with Shire Oak and Springbank.
